No, in fact, 1 Corinthians 13 is intended to tell us how we should deal with EVERYONE, especially fellow Believers, but ultimately it is not impressive how you treat those who treat you well, and love you already. The true test of character is how you treat those who don't care, can't help you, or worse, actively hate you.
